PROFESSIONAL BACKGROUND
Building science grounded in practice
Norman A. Garcia is the Principal of AllClimate Passivhaus and a Passive House Course Provider accredited by the Passive House Institute Germany.
A Civil Engineering graduate from the University of the Philippines Diliman, Norman works in Canada and the Philippines across energy-efficiency consulting, high-performance building design, energy modelling, and airtightness testing.
His qualifications also include Registered Energy Advisor Quality Assurance Specialist experience for multi-unit residential buildings with Natural Resources Canada and Net Zero Energy Advisor training with the Canadian Home Builders’ Association.
Norman served as a voting member of the Standing Committee on Housing and Small Buildings for the Canadian Commission on Building and Fire Codes from 2020–2024 and previously served on the board of Sustainable Building Manitoba from 2020–2022. In 2024, he founded Passivhaus Philippines to advance the Passive House Standard in the country.
